Austria Taxing Banks to Rescue Volksbanken, Preserve Budget ...

Feb. 28 (Bloomberg) ? Austria plans to put most of the burden of bailing out Oesterreichische Volksbanken AG on the country?s other lenders, raising its banking tax by 25 percent to backstop the national budget and credit rating.

?The taxpayer won?t pay for this crisis,? Chancellor Werner Faymann told reporters after a government meeting in Vienna today, a day after the country announced its third bailout of Austria?s fourth-biggest lender since 2008. ?This will be financed by the banking sector and through measures relating to the owners.?

Austria, which has been warned that more bailouts may put its credit rating at risk, will become Volksbanken?s second- biggest shareholder with a stake of as much as 49 percent after it injects 250 million euros ($335 million). At the same time, it will write off as much as 70 percent of an earlier 1 billion- euro capital infusion to help erase losses accumulated at the bank, according to a statement released yesterday.

The bailout comes weeks after the government announced pension cuts, tax increases and a public-sector hiring freeze to lower its deficit by 26.5 billion euros over five years. Austria is fighting to keep its top debt grade, which ratings firms such as Standard & Poor?s say is most threatened by the potential for another round of aid for the nation?s banks.

?I think it?s a fair contribution by the banks,? junior Finance Minister Andreas Schieder said today. ?What was important for us is that our budget deficit plan remains intact, and we don?t need to use the tax base for the rescue.?

Not on Taxpayer?s Bill

The increased bank tax will raise 125 million euros per year, or 750 million euros in total, until 2017, when Austria aims to sell its stake in Volksbanken again. Raiffeisen Bank International AG, the country?s third-largest lender, said its tax bill will probably rise to about 100 million euros a year. Erste Group Bank AG and UniCredit Bank Austria AG, the biggest and second-biggest, declined to comment.

Shares of Erste fell 0.5 percent to 18.055 euros at the 5:30 p.m. close of Vienna trading. Raiffeisen shares advanced 1.5 percent to 26.707 euros.

To stick to its budget plan for this year, the government needs to balance the 700 million-euro writedown. On top of the first 125 million euros from the higher bank levy, the state plans to recoup 220 million euros from Volksbanken?s owners this year, Faymann said, without elaborating.

S&P Anticipated Bailout

The country will also change the way in which it taxes pension funds to bring forward 400 million euros in revenue to 2012 in exchange for lower revenue in future years, a spokesman for the finance ministry said. Together the measures will make sure Austria?s budget deficit stays below 3 percent this year, the spokesman said.

S&P cut Austria to AA+ Jan. 13, while Moody?s Investors Service said earlier this month that it may lower Austria?s Aaa grade if the country disburses more aid to banks.

?We were more or less expecting Austria having to inject additional capital into one of its banks, so there was a buffer in our Jan. 13 downgrade,? said Alois Strasser, who is in charge of Austria for S&P. ?Volksbanken?s bailout is covered by the last downgrade.? An additional cut would be triggered by a downturn in the economies most linked to Austria, such as Italy or Hungary, Strasser said.

Cooperatives? Stake

Volksbanken, whose Kommunalkredit unit was the first Austrian bank to be taken over by the state in 2008, and Hypo Alpe-Adria-Bank International AG are the institutions that have been the biggest burden to the national budget. Faymann said Volksbanken?s majority shareholders, a group of 62 regional cooperative lenders, will have to share the bailout?s pain.

The regional shareholders? investments will be mostly erased by the capital reduction, and they will have to inject fresh funds of at least 230 million euros to remain majority shareholders in Volksbanken, according to the statement. The state will keep the option to take over a majority stake, Vice Chancellor Michael Spindelegger said.

Austria also is granting the lender a 100 million-euro asset guarantee for a 10 percent annual fee. The regional banks unanimously approved the plan at a meeting in the Austrian capital yesterday. The stakes of other shareholders, including DZ Bank, Raiffeisen Zentralbank Oesterreich AG and Munich Re, will be diluted in the process.

Cross-Guarantee Pact

Under the changed ownership, Volksbanken and the regional lenders will pursue their plan to create a cross-guarantee pact, according to the statement. The regional banks, some of which were founded by craftsmen and small manufacturers as early as 1851, are in turn owned by more than 500,000 members in a structure similar to credit unions, building societies or mutual savings banks in other countries.

The regional banks owned 61 percent of Volksbanken before the restructuring, while DZ Bank owned 23 percent, Raiffeisen Zentralbank Oesterreich AG 6 percent, and Munich Re 9 percent. Volksbanken didn?t provide a breakdown of holders after the transaction.

While DZ Bank and RZB won?t inject fresh money, DZ Bank will take over 400 million euros of Volksbanken?s German loan book while RZB seeks to help Volksbanken sell its 5 percent stake in RZB to other RZB shareholders. RZB will also provide an additional 500 million euros in liquidity, and DZ Bank and Munich Re will keep its funding lines unchanged.

Bankruptcy Discussed

Chancellor Faymann said the state would have had to come up with as much as 13 billion euros for risks including the nation?s deposit insurance in case of a Volksbanken failure. A bankruptcy for Volksbanken ?wasn?t impossible in the last few nights,? the finance ministry?s Schieder said.

The state gained the right to take over Volksbanken after the lender failed to repay part of government aid and pay dividends. Volksbanken, whose money-losing businesses are rooted in an era in which it relied on wholesale funding to boost its balance sheet fivefold from 2000 to 2007, saddled Austria with bad assets in its municipal-lending unit, Kommunalkredit.

The government took over Kommunalkredit to avoid a collapse in the wake of the bankruptcy of Lehman Brothers Holdings Inc. The Kommunalkredit assets absorbed by the state include credit- default swaps written for about 10 billion euros of debt, including Greek government bonds. Its wind-down offshoot KA Finanz may yet need more state aid because of the Greek bond swap, KA Finanz has said.

Advancing personalized medicine: Tailoring drugs to fit a patient's genetic predisposition

ScienceDaily (Feb. 24, 2012) ? The RIKEN Center for Genomic Medicine is examining how drugs can be matched to a patient's genetic information through the study of single nucleotide polymorphisms. Taisei Mushiroda from the Laboratory for Pharmacogenetics explains...

Drugs are not equally effective on all patients. A treatment that is dramatically effective on some patients can be ineffective on others. Drugs can also have serious side effects; in the worst case, a drug used to treat a disease can produce a fatal outcome. By examining genetic differences among individuals and administering drugs on the basis of such findings, the impact of side effects can be reduced. Taisei Mushiroda, the Laboratory Head of the Research Group for Pharmacogenomics at the RIKEN Center for Genomic Medicine, is making advances in personalized medicine with research into how drugs can be tailored to a patient's genetic information through the analysis of single nucleotide polymorphisms (SNPs).

Identifying the single nucleotide polymorphism (SNP) that plays a key role in drug rash

Japan's Ministry of Health, Labor and Welfare announced that the gout treatment allopurinol, the antiepileptic drug carbamazepine and the analgesic, anti-inflammatory, antipyretic drug loxoprofen hold the highest incidence of serious drug rash.

"The data we collected showed that the great majority of drug rash cases were caused by carbamazepine. We therefore proceeded to clarify the relationship between carbamazepine and drug rash, using Genome- Wide Association Study (GWAS). We divided our study population into two groups: those who experienced side effects and those who did not. We performed a comprehensive analysis of single nucleotide polymorphisms (SNPs) on the genome to statistically extract SNPs that are significantly associated with drug rash. The gene involved in drug rash was then identified from among those positioned near the SNPs"

Strands of DNA carry genetic information in the sequenced arrangement of the four bases A (adenine), T (thymine), G (guanine) and C (cytosine). Consisting of some three billion base pairs, the human genome carries the complete genetic information of a human being. Although there is more than 99% base sequence homology in all people, the remaining 1% of base sequences differ individually. "These differences are SNPs. It is estimated that more than 10 million SNPs are present in the human genome. They are associated with the appearance and constitution of the individual, and even with how drugs work and what side effects develop."

Relationship between drug rash caused by the antiepileptic drug carbamazepine and the HLA-A*3101 gene

Mushiroda and his colleagues conducted a study on Japanese epileptic patients undergoing treatment with carbamazepine. Of the sixty-one patients who experienced drug rash, 37 (about 61%) were found to have the HLA- A*3101 gene. In contrast, of the 376 patients who did not experience drug rash, 329 (about 88%) were found to lack HLA-A*3101.

"Reportedly, about 3% of Japanese patients experience drug rash when taking carbamazepine. About 60% of those have HLA-A*3101. It is therefore recommended that 60% of 3% (about 2%) of Japanese epileptic patients take antiepileptic drugs other than carbamazepine. In this way, the incidence of drug rash can be reduced by 2%," says Mushiroda. However, as this association was only discovered in 2010, further evidence must be presented before it can be useful in a clinical setting.

Personalized medicine expected to find clinical applications in 1 or 2 years

The next step after identifying the associated SNP is to determine its applicability in the clinical setting. It is also necessary to verify that SNP diagnosis is effective in both therapeutic and cost-benefit aspects. In ongoing prospective clinical research of nevirapine, it has been estimated that SNP diagnosis would cut annual medical expenditures by about US$60,000 (about ?5 million) per hospital. This next phase will be necessary for successful application of the new system to the antiepileptic drug carbamazepine.

Before SNP genotyping can be firmly established in medical practice, however, a quick and accurate method to examine SNPs at the lowest cost is needed. In collaboration with Toppan Printing Co. Ltd. and RIKEN Genesis Co. Ltd., Mushiroda's team have developed the TPSA-003 genotype analysis system which can help to deliver more economical SNP genotyping (Fig. 3). The system provides results automatically in just one hour, simply by placing a single drop of untreated blood in the dedicated container and inserting the sample in the machine. "This is a groundbreaking machine. The conventional method involves the complex process of separating leukocytes from the blood sample, extracting the DNA from the leukocytes and applying the DNA to the machine to analyze SNPs. Conventionally, DNA extraction alone requires at least half a day even when undertaken by a highly skilled person. With the new system, the same task, including SNP genotyping, is completed in 60 minutes. This means that an accurate diagnosis can be obtained while the patient stays in the waiting room. Quick diagnosis is a big advantage for the patient as well."

JOURNAL COMMUNICATIONS has announced results for its fourth quarter and full year ended DECEMBER 25th, 2011. The company reported radio revenue was up 2.4% excluding political, issue and Olympic advertising revenue.

The National Enquirer refuses to let Whitney Houston rest in peace.

The latest issue of this notorious tabloids screams "WHITNEY: THE LAST PHOTO!" and purports to depict a picture of the late singer in her casket.

It was allegedly taken inside Whigham Funeral Home in Newark, New Jersey on Saturday and shows a woman wearing a dark dress, with "Nippy" (Houston's nickname), along with two treble clefs, written in blue script on the lining of the casket cover.

The study was carried out on a total of 16 referees (11 men and 5 women) all from the Galicia Football Referee's Association in Vigo. "It is thanks to the Association representative's collaboration that we were able to collect this sample. The team of researchers also employed the "Yo-Yo" test, to assess the physical condition. This test assesses the ability to repeat intermittent high-intensity efforts, which is a specific quality both of players and referees. There was no link found between a better physical condition shown in the tests and the ability to tolerate stress on the day of the match.

According to these results, strategies to control stress in referees should be considered, as a chronic level, associated with lower tolerance, could have negative consequences on the referees' health, including a higher incidence of cardiovascular events.

"Their physical preparation should include, on one hand, sprinting and accelerating for their specific physical duties, whilst aerobic conditioning could be better in order to tolerate fatigue and stress on match days" the researcher concludes. Boullosa currently works as a sports scientist in Brazil and applies this model to fighter pilots in the armed forces and workers in the Bank of Brazil.

Almost as shocking as India's high prevalence of child malnutrition is the country's failure to reduce it, despite the economy tripling between 1990 and 2005 to become Asia's third largest and annual per capita income rising to $489 from $96.

A government-supported survey last month said 42 percent of children under five are underweight - almost double that of sub-Saharan Africa - compared to 43 percent five years ago.

The statistic - which means 3,000 children dying daily due to illnesses related to poor diets - led Prime Minister Manmohan Singh to admit malnutrition was "a national shame" and was putting the health of the nation in jeopardy.

"It is a national shame. Child nutrition is a marker of the many things that are not going right for the poor of India," said Purnima Menon, research fellow on poverty, health and nutrition at the Institute of Food Policy Research Institute.

India's efforts to reduce the number of undernourished kids have been largely hampered by blighting poverty where many cannot afford the amount and types of food they need.

Poor hygiene, low public health spending and little education and awareness have not helped. Age-old customs discriminating against women such as child marriage have also contributed, but are far harder to tackle, say experts.

In addition, shoddy management of food stocks, subsidized carbohydrate-rich food that fuel and fill the poor rather than truly nourishing them and real shortages in its poorest states have worsened the problem.

"NUTRITION CRISIS"

At the Shivpuri clinic, health worker Rekha Singh Chauhan tends to emaciated young children in a ward with a ganglion of electrical wires running cross its paint-chipped walls.

"We only have a handful to take care of now, but come April, the cases will shoot up," says Chauhan, adding that diseases such as diarrhea and malaria will cause an influx of sick underweight children with the onset of summer.

That picture jars with an India clocking enviable 8-9 percent growth over the last five years that has put money in the pockets of millions of its people and fuelled demand for everything from cars and computers to clothes and fancy homes.

It has also catapulted the country onto the world stage, boosting its claim for a bigger role on forums such as the U.N. Security Council. This month, it moved closer to buying new fighter jets worth a whopping $15 billion.

Yet while the urban middle classes dine in swanky shopping malls where eateries offer everything from sushi to burritos, millions of children are dying due to a lack of food.

Last month's report by the Indian charity Naandi Foundation, the first comprehensive data since a 2005/6 study, said India's "nutrition crisis" is an attributable cause for up to half of all child deaths.

Yet India's public spending on health, estimated at 1.2 percent of its GDP in 2009, is among the lowest in the world.

"This isn't a quick-fix that we're looking at here, it's not a magic bullet," said Jasmine Whitbread, CEO of Save the Children International.

"Not just in India, but in countries around the world, we know that you can't just rely on trickle down. There have to be policies in place, there have got to be political choices that prioritize malnutrition."

In Shivpuri, an impoverished tribal-dominated district in Madhya Pradesh state, that reality is on full display.

The region's malnutrition level for children under five matches the national average, but child mortality rates are worse at 103 deaths per 1,000. The national average is 66 deaths per 1,000, according to U.N. children's agency, Unicef.

Most of the children here are from India's most marginalized and poorest communities, such as tribals and lower castes where literacy is poor and poverty high.

Their mothers are themselves often undernourished, forced into early marriage when they reach puberty, and give birth to underweight babies with weak immune systems.

Illiteracy or lack of awareness takes its toll as well. These mothers do not breastfeed, offering buffalo milk and contaminated water instead and making their children prone to illnesses like diarrhea, which prevents nutrient absorption.

Mostly living on less than $2 a day, these families can hardly afford anything beyond wheat chapatis that are devoid of much-needed protein and other nutrients.

India's neglect of its young - 48 percent are stunted, 20 percent wasted and 70 percent anemic - will have serious repercussions. The World Bank says malnutrition in the poorest countries slashes around 3 percent from annual economic growth.

Malnourished children will struggle at school, if they go at all, and earn 20 percent less during their working life and are more prone to infections, including HIV, and death.

Human development goals, signed up to at the start of the millennium by 192 U.N. members, including India, are also at risk.

Reducing child malnutrition by half and child mortality levels by two-thirds of 1990 levels are unlikely to be met by India by the 2015 deadline, say experts.

In comparison, neighboring China has already achieved its target on malnutrition and under-five child mortality goals as its economic growth has been more broad-based, focusing on health, sanitation and small holder production.

While India has several schemes already running to battle malnutrition, the Indian government is now vaunting a multi-billion-dollar food subsidy program as a possible solution.

But the Food Security Bill, which guarantees cut-price rice and wheat to 63.5 percent of the population may be more a political gimmick, experts worry, than about providing nutritious food to those who need it most.

"The Food Security Bill is a very good development, but it is a food security bill, not a nutrition security bill," said Lawrence Haddad, director of the U.K.-based Institute of Development Studies.

For the children at Shivpuri's nutrition centre, government plans mean little unless they put enough of the right food in their stomachs.

"You see her arms? They are almost the width of my thumb," says Jharna, as she carried her limp, emaciated one-year-old grand-daughter, Sakshi, into the clinic. "She is too weak. She can't even sit by herself."
