French President Francois Hollande suffered a fresh setback yesterday when his country's highest court threw out a plan to tax the ultra-wealthy at a 75 per cent rate and said it was unfair.
In a stinging rebuke to one of under-fire Socialist Hollande's flagship campaign promises, the constitutional council ruled that the way the highly contentious tax was designed was unconstitutional.
It was intended to hit incomes over ?1million (?820,000) but the largely symbolic measure would have only hit a tiny number of taxpayers and brought in up to around ?300million (?250million).

Prime Minister Jean-Marc Ayrault was quick to respond, saying in a statement following the decision that the Government would resubmit the measure to take the court's concerns into account.

The court's ruling took issue not with the size of the tax, but with the way it discriminated between households depending on how incomes were distributed among its members.
A household with two earners each making under ?1million (?820,000) would be exempt from the tax, while one with one earner making ?1.2million (?980,000) would have to pay.
The French Government approved the tax in its most recent budget, amid criticism that it would do little to stem the country's mounting fiscal problems and would drive away the wealthiest citizens.
Meanwhile President Hollande's popularity has been tanking as the country's unemployment continued its rise for the 19th straight month.

Success Development - Why Financial Goal Setting Is Essential
One of the barriers to success development is the inability to handle money. Money is a necessary commodity and if we do not learn to control it, it will control us. Even if you do not have a goal to be wealthy, you do need to learn basic financial goal setting to achieve your other goals. Basic Financial Plan
Your first financial goal should be to draw up a basic financial plan. This is as simple as organizing your money to make sure you are not constantly running short. Do A Basic Budget
The best way to organize your money is to draw up a simple budget so you know how much money you need to run your life. If you have not already done so, make a list of all the fixed costs you have to meet on a regular basis. By fixed costs, I mean the regular outgoings you have to make to cover such items as rent or mortgage; credit card or other loan payments; utilities; travel costs - to and from work. These are the costs you have to meet just to live and if you cannot meet them, you cannot run your life.
Emergency Money
Build an emergency fund, as this will give you security. The simplest way to do this is to set aside a percentage of your pay into a separate bank account. You should do this first. You have probably heard the saying, "pay yourself first", and so you should. If you do not do this you will be trying to save from what is left rather than putting aside the money first and living on what is left. Set this up to happen automatically so the first money to come out of your pay is the emergency fund money. If your pay goes into a bank account you can set up a direct debit to have the 10 or 20 percent paid into a separate account.
Aim to have 3-6 months income in that account. That way, if lose your job or if you are off work without pay, you will not fall behind and be forced to spend time catching up.
Keep It Simple
As you can see, this is not about complicated financial goal setting. It is about giving you the freedom to focus on your success development rather than having to stop and deal with financial problems. If you are forced to do this you will use energy you should be directing towards achieving your main goals. That's why your minimum financial goal should be to control your money so you can control life and concentrate on your long-term success.

This recipe is very simple, though it has a couple of steps. It?s easily done while watching the football game, which I understand is a popular New Year?s Day activity, or while resting on the sofa after some late-night revelry. Season this to your own tastes, lots of spicy Creole seasoning or just a touch, tomatoes with green chile or without. I find country ham ?biscuit slices? readily at most markets in vacuum packages, but whole slices are just fine. Chopped ?seasoning pieces? are great for seasoning, but don?t make great eating, so avoid them. For some prosperity to go with your New Year optimism, serve these with greens, like Foldin? Money Cabbage.
Black-eyed Pea and Cornbread Skillet
Serves 4
For the Black-eyed Peas
4 ounces center cut country ham biscuit slices
4 cups of water
Half of a small yellow onion
2 garlic cloves
2 bay leaves
1 teaspoon Creole seasoning (I like Tony Chachere?s)
12 ounces frozen black-eyed peas
3 green onions, white and light green part only, finely chopped
2 tablespoons butter
1 tablespoon flour
1 (14.5-ounce can) diced tomatoes with green chile (or plain diced tomatoes), drained
Salt to taste
For the Cornbread:
1 cup yellow cornmeal
1 teaspoon baking soda
1/2 teaspoon salt
2 cups buttermilk
1 egg
2 tablespoons butter, melted and cooled
For the Black-eyed Peas:
Cut the country ham into small cubes and put it in a saucepan with the halved onion, garlic and bay leaves. Pour over 4 cups of water. Bring to a boil, skim off any scum that rises, lower the heat to medium low and simmer, covered, for 30 minutes. Add the black-eyed peas and 1/2 teaspoon of the creole seasoning.? Simmer for 1 hour, or until the peas are tender.
Drain the peas, reserving the cooking liquid. Discard the onion, garlic and bay leaves. Rinse out the bean pot and return it to the heat. Melt the butter in the pot, then add the chopped green onions and cook until soft and translucent, but do not brown. Sprinkle in the flour and stir until smooth and pale. Stir in 1 cup of the cooking liquid and cook until the sauce is thickened and reduced slightly, about 8 minutes.? Season with the remaining 1/2 teaspoon Creole seasoning (or to taste). When the sauce has thickened, add the peas and ham and stir to coat. Stir in the drained tomatoes and cook until the sauce has reduced a bit more and just coats the peas, about 5 minutes. Taste for seasoning and add salt if needed.
Brush a 10-inch cast iron skillet with oil.? Scrape the cooked peas into the skillet and smooth the top.? Set aside while you make the cornbread.
For the Cornbread:
Preheat the oven to 350 degrees F.
Stir the cornmeal, baking soda and salt together in a bowl using a fork. In a large measuring jug, measure the buttermilk, then add the egg and melted butter and beat until combined. Pour the buttermilk into the dry ingredients and stir until just combined. Spread the cornbread batter over the top of the peas in the skillet. Carefully transfer the skillet to the oven and bake for 30 minutes, or until the cornbread is puffed, golden, and set.
Serve immediately.

Building Assets
Building assets is your best method of financial positioning. Even if you abort your plans late in the planning stages, you can use most of these assets for other purposes.
Home Equity
Despite the current housing market, many people have considerable equity in their homes. In fact, home equity loans and lines of credit are a primary financing source for many first-time business owners. If you?re just beginning your planning, you might consider making modest upgrades to your home to increase its value.
Retirement Funds
You might be able to borrow against a 401 (k) plan, even choosing the interest rate of your loan to yourself. In any case, having a retirement plan improves your net worth, which helps when you apply for a conventional loan. If you?re still in the planning stages, adding to your retirement plan now can pay off later.
I?m mostly including a mention of retirement funds for completeness. Due to the risk involved, I like the idea of borrowing from a retirement fund even less than I like leveraging home equity. It shouldn?t be a primary source of your financing. Its primary use should be in establishing a healthy picture for your banker, so that you can invest his money instead.
Stocks & Bonds
You might not have an investment portfolio, but if your current job offers stocks, it?s time to evaluate what you have or start buying in while you?re still planning your store. Depending on how you plan to finance your store, you might want to keep the stocks or liquidate your holdings. If you do cash out, watch your timing and try to wait as long as possible; if you decide not to enter the game retail industry after all, you probably can?t buy back into those stocks.
Trade Magazines
Virtually every industry has its own trade magazines, and these trades pay good money for articles. If you can explain something in simple terms, stick to a topic, and follow a publisher?s guidelines, you might be able to crank out an article or two. With some trades paying up to $2 a word, a single article might net $500 to $6,000. You don?t have to be a professional writer, either. The most important skill is knowledge of your topic.
Coin Collecting
I used to deliver pizzas. At the end of the night, instead of turning in my coins with my other money, I threw them in a jar. Every Christmas season, my wife and I rolled that change to pay for the holidays. The last year we did that, we cashed in $1087. When I left there to buy my game store, the joke around the pizza place became that ?Lloyd bought War Dogs with rolled-up coins.? While you probably can?t cover all your expenses, a couple of years? worth of change could help you reach your break-even months sooner than expected.
Multiple Bank Accounts
It?s easy to rack up multiple bank accounts. You have your main account for your family. Then you have the old one you used when you were single. You might have a cash reserve in an investment account. There?s that account with the expensive bank that you only opened to collect the $25 signup bonus. You have some money in PayPal. Corral all of these stray dollars into one place and you might be surprised at how much it is.
Yard Sale
Turn a bunch of junk into cash. A successful yard sale might net up to $1,000, depending on how much you have to sell. Just as nice, it might clear up space in your garage where you can stockpile fixtures until you?re ready to move into your storefront.
Your Test-Market
In an earlier article, I recommended testing your local market by running a convention space, hitting trade shows, or helping an existing retailer. I?ve even seen game retailers run flea market tables. This method works best with second-hand merchandise that you can buy cheaply and sell quickly, often starting with a personal collection. Start with just $200 or so in inventory and build up from there, reinvesting your sales into more merchandise. If you?re lucky, you might start with $2,000 to $5,000 in second-hand goods that you won?t have to buy when you open your store.
Demo Materials
If you took my advice to become a demo volunteer, you might have a collection of materials to start with. If you really ran with it and become a volunteer for multiple companies, you could have more materials than some stores use. Between promo material and any unopened compensation they sent you in the form of product, you could have a few hundred dollars in assets.
Start a Fixture Collection
Retailers often end up becoming fixture junkies. You can?t help but look around any given store, not just to see what they have, but how they display it. You?ll ask yourself ?Can I use something like that?? surprisingly often. Start your neurosis early by acquiring cheap and free fixtures while you?re still in the planning stage, months before you sign a lease. Picking up a usable piece each month might save hundreds or thousands off of your startup costs by the time you open.
You can find cheap fixtures in auctions and going-out-of-business sales around town. You might make an offer to a landlord who?s stuck with the property of a vanished tenant. You can find free fixtures occasionally when stores of any size?convenience to big-box?remodel. If you?re in the right place at the right time, or put yourself in the right place at the right time, you can snag very expensive fixtures that would otherwise be thrown out.
Manufacturer Charity
The manufacturers whose products you?ll sell have a vested interest in seeing you succeed. The attitude of manufacturers toward retailers runs the gamut from heavy favor to outright disdain, but asking for promotional materials and products can yield some much-needed inventory. As always, don?t ask for things you don?t need and don?t get greedy. Asking for a bonus on top of an order is better than just asking for a freebie outright, for example.
Buy Debt
While many people avoid debt, the right use of your company?s credit and your personal credit is a tool for you to use. Carpenters don?t refuse to use nails out of some crazy sense of elitism or personal acumen. Neither should you be afraid to indebt your company if it?s the best thing for your company?s overall health.
Assume the Seller?s Debt
If you plan to start by buying an existing business, then you can reduce your purchase price by acquiring debt at the same time. Suppose, for example, that a store owner wants $25,000 for his store. When you ask about his current debts, he tells you that he owes his distributors $4,000 in current and late bills. Tell him you?d be willing to take over that debt if he?ll reduce his asking price by $4,000. If he has any intention at all of paying that bill, there?s little reason to reject your offer. You can then negotiate repayment terms with the distributors to whom he owes money. Offering to repay $200 on top of each weekly order defers that final payment by 5 months.
Continue that exercise with each of the seller?s individual outstanding debts (rent, utilities, other service providers, etc.) and you might save yourself $15,000 in upfront cash. You?ll pay off most or all of it eventually, but you?ll reduce the startup funds needed by a substantial amount.
Credit Cards
No sane person would tell you to put all of your startup expenses on a credit card, but it can make sense to finance your capital reserve on personal credit of one kind or another. Notice the careful and deliberate use of the word ?can.? That doesn?t mean it always makes sense. Some factors in favor of this plan include a) a low burn amount needed, b) low interest rates on the credit cards , c) a strong incentive plan with your credit card company, or d) high local commercial loans rates.
Bring on Investors
Someone investing a few thousand dollars can put you over a benchmark and turn on the light green for you to continue forward. These investments need not be large. An investment of $500 up front could be worth far more than its face value in its reduction of your primary loan repayment, depending on how you word your investor agreements (hint: defer any repayment for six months to a year after opening). Such low-dollar investments are much easier to get from friends and family than a $20,000 lump sum.

The iPhone 5 was a landmark phone for 2012, and 2013 promises to be the year of the iPhone 5S. And since Apple doesn't officially confirm anything until everything is absolutely certain (they wouldn't confirm it's going to be Monday until Sunday night), Apple fans are left to scavenge for rumors of all sorts to tide them over until the gadget giant gives official word. (Like these rumored iPhone 5S pics here.) Now that 2013 is almost upon us, what do we know so far about the state of the iPhone 5S? Or rather, what do we THINK we know?

iOS7
iPhone 5S rumors include rampant speculation as to whether or not Apple is going to launch its newest operating system, iOS7. Fox Business is predicting iOS7 will be a part of the iPhone 5S launch. The iPhone 5s release date is rumored to be in June or July, according to Jeffries & Co. Apple analyst Peter Misek. Misek returned from a meeting with apple's Asian suppliers in mid-December and made the release date prediction based on his observations of hardware manufacturing. What can iPhone owners anticipate if the iOS7 rumors turn out to be true? Again, nothing official from Apple, but there are wish lists upon wish lists out there already. The common thread among them is better app management, including customized default apps for basics like emails and calendars and cosmetic changes like hiding apps you never use or creating better, bolder icons.
NFC Capability
NFC (Near Field Communication) is an intriguing mobile technology that is conspicuously absent from the Apple product line. iPhone 5S rumors consistently mention the inclusion of NFC capability in a new device. Think NFC is no a big deal? Then why does rival Samsung take the time to mention it in basically every single commercial? NFC provides that sci-fi gadget feel to a device, and Apple does NOT want to be out-cooled in the Cool Dept. Fortune, Fox Business and CNet are all anticipating NFC tech in the iPhone 5S, making this one of the more credible rumors out there. Samsung has it, Apple doesn't. It doesn't take an industry insider to understand why Apple wants to change that.
IGZO Panels
iPhone 5S rumors are like previous iPhone rumors, they thrive on specs. Specs, specs, specs are what Apple fans and potential consumers want to know about, and the firmest specs rumor for the iPhone 5s comes in the form of IGZO panels. What are IGZO panels?
Short for their chemical composition (indium gallium zinc oxide), IGZO panels are the latest form of LCD technology being developed by Sharp. Prototypes at the IFA consumer electronics trade show in Berlin this year were capable of 498 pixels per inch, easily surpassing the 326 ppi resolution on the iPhone 5. Less a phantom than other rumors, DigiTimes reported on Apple's interest in testing the availability for the new tech for use in its 2013 product line. Although it appears Apple is interested in including IGZO panels in its 2013 product line, the question now is whether or not enough can be manufactured to meet the insane amount of demand Apple is known for creating.
... And More!
In addition to the iOS7, NFC and IGZO rumors, iPhone 5s rumors also include some speculation on other improvements to the product line. The HD camera will likely see an upgrade, taking it into 'super-HD' territory. Some insiders are expecting Apple to unveil a brand new type of OS that works universally between the iMac and mobile platforms, based on research the company has been conducting since 2011, according to CNet. The iPhone 5s may also launch alongside the iWatch, a device designed to integrate controls for your phone, tablet and desktop in a small wristwatch-sized device. Longer battery life may also be in store, in part because of the functionality of IGZO panels.
Overall, the iPhone 5S rumors are making the same promises we always expect from Apple. Better resolution, more power, smarter software and sharper cameras are always a part of the iPhone rumor mix. Why? Probably because Apple consistently delivers all of the above with each new upgrade to the iPhone product line. We'll all be holding our breath until summer 2013, when the iPhone 5s (or is it the iPhone 6?) will (probably) be debuted.

Poland, South Florida defeat George Mason 61-57
TAMPA, Fla. -- Jawanza Poland scored 16 points as South Florida beat George Mason 61-57 Saturday night in a game that saw a scary injury involving Bulls' point guard Anthony Collins.
Collins was hurt with 10:30 to go in the second half, which resulted in the South Florida sophomore having his neck and head stabilized before being taken off the court on the stretcher.
"He had pain in his neck area," South Florida coach Stan Heath said. "That was the concern. That's why he left the way he left. The latest news we have is A.C. does have sensation in his hands and feet, so that's a good sign."
Collins' head hit the knee of another player. He did have movement in his arms and legs. Heath said Collins was undergoing tests late Saturday an area hospital.
South Florida (8-3) also got 14 points from Martino Brock.
Sherrod Wright had 22 points for George Mason (7-5). The guard became the first Patriots' player to have 20 or more points in four straight games since Jason Miskiri in January 1999.
"He's having a very good year, but he can get better and he knows it," George Mason coach Paul Hewitt said. "There's some things there defensively and rebounding the ball, but obviously, I'm pleased that he's having a terrific year shooting the ball."
The Bulls used a 12-0 run to go ahead 34-24 5 minutes into the second half. After 3-pointers by Brock and Poland, Collins had a layup and Victor Rudd added two slams.
Rudd, who had 29 points in the Bulls' 87-84 triple overtime win over Bowling Green on Dec. 21, scored all of his six points during the second half. He left late in Saturday's game with a concussion after getting hit in the head.
George Mason got within 55-53, but Poland helped secure the win with four late free throws.
"I'll give our team a lot of credit because we could have folded, but we didn't," Heath said. "We fought like crazy."
Wright had nine points as George Mason, which trailed by five 16 minutes into the game, pull even at 22 through the opening half.

Authorities on Friday identified a body found in an undeveloped housing tract in North Las Vegas as Jade Morris, 10, who was last seen?Dec. 21 with a suspect in a casino slashing case. The girl, whose body was discovered on Thursday, died of multiple stab wounds, officials from the Clark County coroner's office said.
Jade's family say they last saw her?about 5 p.m. on Dec. 21 with Brenda Stokes, who had picked her up to go Christmas shopping. Family members say the girl had a close relationship with Stokes, who used to date her father.
Stokes, 50, was arrested later that night after prosecutors say she slashed a co-worker at the Bellagio casino with razor blades. Stokes appeared in court in that case Friday, when a judge raised her bail to $600,000.
Las Vegas police homicide Capt. Chris Jones said earlier on Friday that Stokes,?who also uses the name Brenda Wilson, had not cooperated in the investigation of the girl's whereabouts.?
A passer-by called 911 about noon Thursday, and North Las Vegas police found a girl's body in brush near palm trees in a small traffic circle, about?10 miles from the downtown Las Vegas outlet mall where Stokes was to have taken the girl shopping.?
Stokes picked up the girl at about 5 p.m. and two hours later returned to another friend the red 2007 Saab sedan that she borrowed for the shopping trip, Jones said.?
Later, Stokes got a ride with a friend to the Bellagio resort on the Las Vegas Strip, where she was arrested after authorities say she attacked a female co-worker, Joyce Rhone, with a razor in each hand as Rhone dealt blackjack about 9:30 p.m.?
Rhone, 44, was hospitalized with deep cuts on her face, including one from her ear to the edge of her mouth. A police arrest report said Rhone also had several smaller cuts around her right eye.

Records show that Stokes was being held at the Clark County jail on charges of felony battery with a weapon, burglary and mayhem charges that could get her decades in prison. No charges stemming from Jade's death have been filed.
The arrest report says casino video shows Stokes attacking Rhone before a casino patron and security officers intervene. Officer Marcus Martin said the video is evidence that may be shown by prosecutors in court but will not be made public by police.?
Police said Stokes later told investigators that she attacked Rhone over harassing phone calls and an unspecified betrayal that ended their seven-year friendship.?
Stokes also told police she visited her doctor last week, seeking to be admitted to a hospital "due to feeling like she wanted to hurt someone."?

Not much else is known, but we'll likely understand Huawei's fuller ambitions in Las Vegas next month.

Among the turners at the Parkersburg, West Virginia, store was Alan Haught of Harrisville, whose son, Major Deron Haught, is retired from the U.S. Army. ?I like to let them know that there are people who care and think about them. Deron served in Iraq, so I know the feeling of having a loved one in danger,? Haught said. ?I put a card in with the pen and tell what kind of wood it is. I name the wood to give them a sense of something back home too. I usually get a few messages back each year from some of them too ? cards and emails.?
Haught has participated in the Turn for Troops event for four years. Like many of the turners, he learned to turn pens in a Woodcraft class, a gift from his daughter, Lori Milner, Woodcraft marketing manager, who joined him for the class.
Including the 2012 total, the volunteer woodturners have crafted 97,717 of the unique pens since the first Woodcraft Turn for Troops National Turn-a-thon in 2004.

Will 'Fiscal Cliff' Accelerate Millionaire Deaths?
It may seem incredible to contemplate pulling the plug on grandma to save tax dollars. While we know that investors will sell stocks to avoid rising capital gains taxes, accelerating the death of a loved one seems at least a bit morbid?perhaps even evil. Will people really make life and death decisions based on taxes? Do we don our green eye shades when it comes to something this serious?

There is good evidence that there is some "elasticity" in the timing of important decisions about life and death.
It's well-known that people can delay death, for example, in order to live through significant dates?birthdays, holidays, anniversaries. In the first week of 2000, local New York City hospitals recorded an astonishing 50.8 percent more deaths than in the last week of 1999, according to the New York Times. Apparently, a significant number of people delayed their deaths in order to see the new millennium.
In the summer of 2004 something very strange happened in Australia. The birthrate plummeted sharply in June. Then on a single day in July more babies were born than on any other day in the prior thirty years of Australian history. July 1, 2004 was a very popular day to be born.
What caused this dip and surge in births? Seven weeks before July 1, the Australian government announced a change in the tax code that would give families a $3,000 baby-bonus starting on the first day in July. It appears that as many as 1,000 births were "moved" until after the baby bonus kicked-in, according to a 2009 study by Joshua Gans of the University of Melbourne's Business School and Andrew Leigh of the Australian National University's Research School of Social Sciences.
"We estimate that over 1,000 births were "moved" so as to ensure that their parents were eligible for the Baby Bonus, with about one quarter being moved by more than one week," Gans and Leigh write.

According to the researchers, most of this temporal shift was due to changes in the timing of induction and cesarean section procedures. When they looked at an increase in the baby bonus that took effect two years later, on July 1, 2006, they found that the same pattern?births moving from June to July.
Now, some of this could be due to fudging the dates, so that births occurring just prior to the eligibility date were recorded as taking place afterward. But Gans and Leigh found evidence that babies really were held-in-uteri until they were eligible for the tax break. Babies born after the eligibility date, for example, had higher birth weights than those born earlier.
An earlier paper by Gans and Leigh looked into another natural experiment. In 1979, Australia abolished its federal inheritance taxes. Official records show that approximately 50 deaths were shifted from the week before the abolition to the week after.
"Although we cannot rule out the possibility that our results are driven by misreporting, our results imply that over the very short run, the death rate may be highly elastic with respect to the inheritance tax rate," Gans and Leigh write.
This isn't just something peculiar to Australia. Economists Wojciech Kopczuk of Columbia University and Joel Slemrod of the University of Michigan studied how mortality rates in the United States were changed by falling estate taxes. They note that while the evidence of "death elasticity" is "not overwhelming," every $10,000 in available tax savings increases the chance of dying in the low-tax period by 1.6 percent. This is true both when taxes are falling, so that people are surviving longer to achieve the tax savings, and when they are rising, so that people are dying earlier, according to Kopczuk and Slemrod.
"Death elasticity" does not necessarily mean that greedy relatives are pulling the plug on the dying or forcing the sickly to extend their lives into a lower taxed period. According to a 2008 paper from University of Pittsburgh Medical Center Doctor G. Stuart Mendenhall, while tax increases give potential heirs large economic incentives to limit care that would prolong life, distressed patients may "voluntarily trade prolongation of their life past the end [a low tax period] for large ?nancial implications for their kin.
"Whether these incentives are explicitly speci?ed in wills or communicated to their power of attorney over the dinner table, they are clearly present and affect the ability of all involved parties to make unbiased decisions," Mendenhall writes.
We had something of a natural experiment in death and taxes in 2010, when the estate tax was eliminated for one year. Many predicted that this would result in many fewer deaths at the end of 2009 and a surge in deaths prior to taxes rising in 2011.

My own research hasn't uncovered any formal academic work on this period. Perhaps it is too recent. Or perhaps the setting of the exemption at $5 million made the sample size of those that could achieve significant tax savings by dying in 2010 rather than 2011 too small.
But based on past reactions to changes in taxes, it at least seems likely that some deaths that might otherwise have occurred shortly after January 1 will occur shortly before. Death may slip in ahead of the tax man for some with estates worth over $1 million.
