Guilty NM prankster returns stolen toilet paper

PORTALES, N.M. (AP) ? University officials say a New Mexico college graduate, apparently feeling guilty over a student prank years ago, has sent a box of toilet paper to repay the school for loot taken from a dormitory.

Eastern New Mexico University says it received the yuletide gift box this week along with a Christmas card and written apology.

The box contained five packages of 16 rolls of two-ply, septic-safe tissue for a total of 80 rolls.

The anonymous writer apologized for stealing bathroom tissue years ago and said a new dedication to Christian faith led to the deed.

It was unclear whether the gift itself was a prank. But university officials say "all is forgiven."

The toilet paper is being donating to a nearby charity because it doesn't fit the school's dispensers.

BAY names new CEO, president - The Nation

BAY?s board of directors, at the Nov 28 meeting, also resolved to appoint Philip Tan Chen Chong, head of consumer finance and E-Business Group, as the bank?s president. He would also replace Arnold as the bank?s director and executive director.

Upon approval from the Bank of Thailand, the appointments should be effective on January 1, 2013, the bank said in a filing to the Stock Exchange of Thailand.

Arnold announced his resignation on Monday hold all the titles.He has expressed a desire to return to Europe to pursue other opportunities outside of the bank and GE.

"We are very excited to have Janice Van Ekeren and Philip Tan leading the bank. Among many internally qualified top executives, the elected professionals have solid management experience and deep technical strength that are essential to the bank's strategy to grow with prudence during the period of global uncertainty, and to continue to innovate our financial services and products which the bank is presently the leader in the retail market", said Veraphan Teepsuwan, the bank?s chairman.

Van Ekeren joined GE Capital in 1995 and has held roles of increasing financial responsibility in the areas of commercial lending, consumer banking, regulatory compliance and strategic acquisitions in Europe, Asia and the United States.

In January 2007, she joined BAY as Chief Financial Officer and Executive Director. In her role as Chief Financial Officer, Van Ekeren has led the development of integrated financial reporting across the Bank's products, channels and subsidiaries; increased transparency in investor reporting and expanded corporate governance resulting in a strong, sustainable franchise in the country's 5th largest bank.

She holds an MBA in Finance from University of Chicago and Bsc in Industrial Administration from Iowa State University. She is a Certified Public Accountant from the American Institute of Certified Public Accountant.

Tan joined GE Capital Thailand in 1993 and then relocated to GE Capital in the United States before returning to Thailand as the Chief Marketing & Sales Officer for GE Money Thailand in 2007. He was subsequently appointed CEO for GE Money Thailand. In 2010, Tan assumed the role of Head of Consumer Finance for the Bank, overseeing and leading the credit cards, personal loans and auto financing businesses. During that period, he integrated newly acquired businesses, consolidated operations & IT infrastructure, and helped leverage the Bank's distribution capabilities for its broad range of consumer products.

The Full Monty: SM North football coach Grayless resigns after 0-9 season

On the heels of the Shawnee Mission North football team?s first winless season since 1985, head coach Dennis Grayless is resigning his post after three seasons with the Indians, The Sunflower League Football Blog and smnfootball.blogspot.com reported Friday.

The Indians went 0-9 this year, capping a three-year stretch under Grayless in which SM North went 4-24. In its most successful season, in 2010, SM North won two straight in district play to advance to the playoffs but still went 2-8.

Sustained success has been absent at SM North since the departure of former coach Sam Brown in 2004, a stark contrast to sleek renovations on the stadium in 2006. The Indians won two district titles under Brown in 2000 and 2002, going 9-2 and 6-4, respectively and averaged six wins per season from 2000 to 2005.

Since Brown?s departure, the Indians haven?t won more than three games, once going 3-6 in 2008 under Ryan Majors. Majors and Grayless have gone a combined 11-53 since 2005, each resigning.

I caught the tail end of SM North?s latest run as a perennial playoff contender, graduating from the school in 2006. Since that time, SM North?s Sunflower League foes have passed it by. I covered the Indians? season opener on a humid Aug. 30 evening against Leavenworth. A 16-16 stalemate devolved into a 41-16 defeat after SM North failed to respond to a spate of injuries on its offensive line. Worse still, was the revelation by a pair of team leaders that multiple teammates had doubted their chances of winning before the season?s first game even started. I ran into an assistant coach weeks later, who also said a losing mentality prevailed in the locker room.

Check out SM North alum Adam Sullivan?s blog at smnfootball.blogspot.com, where former Indians quarterback Brock Burrows weighs in on the recent state of the program with some interesting comments.

That intangible will be hard to crack, but is step one in the program?s rebuilding process. In a feature on the rising costs of sports I wrote over the summer, SM North athletic director George Sallas talked about the difficulty of compiling deep rosters of multi-sport athletes as the surrounding attendance area continues to lag behind other district schools in terms of affluence.

This obviously, is something outside of Sallas? control. Right now, his focus will be on finding another new head coach to try and turn around a sagging program. I like Sullivan?s take on David Reichart, a teacher and assistant coach at SM North for years and a second-team all-league quarterback at SM West in 1991. Reichart has long been entrenched in the community and could provide a spark.

Still, don?t dispel the possibility of an outside hire. SM North?s wounds are deep, and a pair of outside eyes may be what Sallas thinks necessary to patching up the program and returning it to the health it once enjoyed.

Topping tech headlines Monday, a Wisconsin judge threw out an Apple patent suit against Motorola.

Filed more than a year ago, Apple's case objected to Motorola's request for a 2.25 percent licensing fee on iOS devices which used a Motorola wireless patent. The trial was set for Monday, but when Cupertino refused to pay more than $1 per iPhone, the judge reportedly balked and canceled the proceedings.

In other Apple news, the Cupertino-based tech giant's website revealed possible pricing details for factory unlocked iPhone 5 models. Though Apple has yet to make an official announcement, the site offers prices between $649 and $849, based on earlier unlocked models. According to the retailer's website, the models will be available in both GSM and CDMA versions, in the white or black color option, with a price tag of $649 for the 16GB model, $749 for 32GB, and $849 for the largest 64GB model ? about $450 more than carrier-subsidized versions from AT&T, Verizon, and Sprint.

Meanwhile, Instagram announced its first big step away from an app-only format, rolling out online user profiles. Formerly, Instagrammers could view profiles only through the smartphone app. Now, by navigating to Instagram.com/[username], users can view photos in a Pinterest-meets-Facebook style, as well as edit their own profile, and like and comment on photos.

Moody's eyeing progress of sin tax bill in PHL Congress | Economy ...

Global debt watcher Moody?s Investors Service is keeping an eye on the sin tax measure now pending in the Philippine Congress where it is up for discussions at the bicameral conference committee level.
?
Moving forward, what Moody?s wants to see ? in particular ? is how the legislated sin tax measure would impact on and sustain the government?s fiscal needs, said Christian de Guzman, Moody?s lead analyst for the Philippines, in response to an e-mailed query by reporters in Manila. ?
?
The measure seeks to increase taxes on tobacco products and alcoholic beverages over five years.
?
?We would see the actual passage of the bill as positive as it would help to increase the government?s revenues,? Singapore-based De Guzman noted.
?
?Relative to other countries with similar ratings, the Philippine government?s revenues are far lower and thus have an adverse impact on key ratios of fiscal sustainability that we monitor,? he added.
?
Last month, Moody?s upgraded its ratings on Philippine foreign and local currency long-term bonds to a notch below investment grade (Ba1 from Ba2), which confirmed the earlier ratings given by Fitch Ratings and Standard & Poor?s.
?
?I think it?s also important to note that the dimensions of the sin tax bill post-bicameral conference are as yet unclear,? said De Guzman.

Because the additional revenues will fund healthcare spending, the actual passage of the bill would have neutral impact on the deficit, according to Moody?s.

Still, the measure?s actual passage into law bodes well for the government?s efforts to improve revenues, according to the analyst.

Such development reflects a concrete example of the 15th Congress actually enacting a new legislation in aid of government?s finances, De Guzman added.

?The 15th Congress had not achieved any significant developments with regards to revenue previously, while the 14th Congress was characterized by the passage of several revenue eroding measures,? he noted.

The bicameral conference committee will reconcile both versions of the Sin Tax Reform Bill approved by the Senate and the House of Representatives. Analysis: Stifel CEO puts reputation on line with KBW buy

NEW YORK (Reuters) - Over the past seven years, Stifel Financial Corp Chief Executive Ronald Kruszewski has impressed Wall Street with a series of acquisitions that quintupled the regional brokerage's revenue and rewarded shareholders with a nearly four-fold increase in returns over the last five years.

Still, some investors view Kruszewski's latest deal, to buy money-losing investment bank KBW Inc , as a much riskier proposition. Some question the wisdom of spending $575 million to build out a middle-market investment banking business at a time when tougher financial regulations are posing a threat to profits of giants such as UBS AG and Goldman Sachs Group Inc.

Moreover, after years of expansion, Stifel's board is starting to worry that Kruszewski may be overextended. Before announcing the KBW deal on November 5, the board was mulling whether to appoint a senior administrator or president to help him run the company, according to one director. Kruszewski is currently chairman and president, as well as chief executive.

"We talk about him moving too fast, and whether we have the infrastructure to move as fast as we're moving," said Robert Lefton, a psychologist who has been on Stifel's board for 20 years.

But he stressed that the board supported the KBW deal and was very happy with Kruszewski, who has been CEO for 12 years and is Stifel's largest individual shareholder with a 1.6 percent stake worth more than $26 million.

"He has a very clear sense of where he's heading," Lefton said. "When he came aboard, we were a struggling little regional firm barely eking out a living. He has put together what he told us he would."

Another board member echoed Lefton's comments. "Even if there is a modest recovery, (KBW) will be a very smart acquisition because he bought it off the bottom," said Robert Grady, a Stifel director and former Carlyle Group partner. "I wouldn't bet against him."

Kruszewski, 53, has said he wants to better balance revenue between the St. Louis-based company's retail and institutional brokerages. The deal to buy KBW, which specializes in advising small banks and thrifts on mergers and capital-raising, takes him closer to that goal.

If he succeeds, Stifel will be able to compete with Jefferies Group Inc - whose market value is twice Stifel's $1.6 billion - to raise money for companies with revenue of $100 million to $1 billion. Big banks like Goldman and Morgan Stanley largely ignore this middle-market segment.

Unlike Kruszewski's previous acquisitions, KBW brings complex integration issues. Stifel already has dozens of bankers, analysts and salespeople serving financial companies, so employees are worried that the merger could bring job cuts.

"He is already pretty exposed to the institutional securities business, and ... financial services is not a great business right now," said Susquehanna Financial Group analyst Douglas Sipkin. "He is a very smart guy, but it doesn't make a lot of sense to me."

In addition, money managers who trade through both Stifel and KBW do not want to pay twice for research and other products, so parsing the benefits of the merger becomes difficult.

"To distinguish between the two from Stifel's business perspective is going to be tricky," said Mark Kuzminskas, director of equity trading at Robeco Investment Management.

In an interview, Kruszewski defended the KBW deal, and said it and the 2010 purchase of Thomas Weisel Partners, which specializes in banking for technology companies, are core components of his middle-market corporate strategy.

"I'm not predicting that next year is going to be a blowout year for financial companies, but I'm not being reckless," he said. "Institutional (brokerage) is much more cyclical and, of course, you take a lot more risk. It is also a high profit-margin business when things are working."

Investors do not appear to be convinced. At Monday's close, Stifel shares had declined 2.9 percent this year, compared with an uptick of 1.1 percent for the NYSE Arca Securities Broker/Dealer Index.

CRAFTY NEGOTIATOR

Kruszewski, the son of a fireman from South Bend, Indiana, has an accounting degree and, according to people who have worked with him, a steel-trap mind for absorbing new data and translating it into action.

He demonstrated discipline earlier this year, passing on the acquisition of Morgan Keegan from Regions Financial Corp because the price was too high, Lefton said. Raymond James Financial Inc later purchased the Tennessee-based brokerage.

"At the beginning of every year, I have no idea what we'll do," Kruszewski said. "Strategic planning is for people who have too much time on their hands. Our plan is to be in a position to take advantage of opportunities."

KBW was one such opportunity. The company had lost more than $60 million since the financial crisis of 2008 and was cutting 15 percent of staff. It was also weighing radical changes in its operations after another down year for financial services deals and capital-raising, a person close to KBW said.

Kruszewski drove a hard bargain. He required about 95 key employees to waive change-of-control clauses that would have let them sell their shares, and he compelled them to sign noncompete agreements. There are many benefits of exercise. Here are just a few:

Greater overall health. If you keep your body strong and fit, you?re more likely to avoid or at least reduce your risk of certain diseases associated with being overweight and out of shape, like heart disease, type 2 diabetes and more. And, the better your health, the longer you live.

Better sleep. When you engage in regular physical activity, your body is tired by the end of the day and your sleep tends to be deeper and more rejuvenating. You don?t spend as much time tossing and turning.

Improved mood. When you exercise, your body releases endorphins. This greatly improves your mood and helps you retain a positive outlook on life.

Less stress. There is no better way to get rid of stress, anxiety and frustration that to work it out of your body by doing cardiovascular exercise or strength training. Not only do you release the physical tension but it also takes your mind off whatever is bothering you when you?re paying attention to your workout.

Improved sex life. When you?re feeling good and have a higher level of self-confidence, it comes out in the bedroom. Sex is more satisfying when you aren?t spending the whole time worrying about how your body looks.

Outbreaks of Foodborne Illnesses Are Becoming Harder to Detect

New diagnostic tests inadvertently undercut surveillance abilities of public health officials

New diagnostic tests for common foodborne pathogens such as Salmonella, Campylobacter, and Escherichia coli may hinder the ability of public health officials to detect multistate outbreaks. The problem is an inability to trace contamination to its source.

In 2009 Alicia Cronquist, an epidemiologist with the Colorado Department of Public Health and Environment noticed that several rural clinics in her state had switched from traditional laboratory tests that relied on growing a culture to rapid nonculture tests. In the past, when patients were suspected of having certain foodborne illnesses, doctors routinely sent a stool sample to a laboratory, which detected a range of potential bacterial culprits. (Some foodborne infections, like Listeria, are diagnosed with blood tests.) An isolate, or sample of the bacterial colony at fault, would then be forwarded to local, state or federal officials, who had the DNA tested to determine the organism's specific strain. The telling DNA sequence, or "fingerprint," was entered into the PulseNet system so that public health officials could see if samples from other newly diagnosed patients matched the information in the database. Analysis of when and where people contracted an infection of that specific strain can help lead to the source of contamination, allowing investigators to remedy the situation.

But, Cronquist says, over the course of a year, a clear shift in the types of tests being run in local labs had resulted in much less information being shared with her department. "We saw our surveillance data changing, and by 2010, almost 15 percent of total case reports were using the nonculture tests," she says.

The new tests do have a lot going for them. They provide quicker results to the physician and patient. They are often less expensive and, in some cases, may not require a stool sample at all. What is more, some of them can spot pathogens that the culture-based tests do not and diagnose more infections.

Tennessee's state epidemiologist Timothy F. Jones notes, for instance, that culture tests for E. coli look for the 0157 strain, which is among the bacteria that produce the Shiga toxin; that strain infamously accounted for the outbreak of food poisoning from spinach this year. "With the new rapid tests," he says, "we can actually detect the whole class of Shiga-toxin producing bacteria. The rapid test is detecting additional bacteria we would have missed before."

But adoption of the new tests has meant that health officials, like Cronquist, are not always getting the isolate required to do the DNA fingerprinting that is needed to help identify a source of contamination, such as E. coli in lettuce or salmonella in raw spinach.

In that way, Jones says, "these rapid tests put us back where we were when we didn't have the ability to do [DNA] fingerprinting."

The trend is particularly worrisome because other ways of protecting the public from foodborne illnesses are also stumbling. According to the Centers for Disease Control and Prevention, one in six Americans (or 48 million) become sick from a foodborne disease each year and 3,000 die. A study released late last month by the U.S. Public Interest Research Group indicated the problem is not improving in part because laws like the Food Modernization Safety Act continue to languish in the White House's Office of Management and Budget. And a federal monitoring program?the U.S. Department of Agriculture's Microbiological Data Program, which tested produce for pathogens?began to be shut down on November 12.?

Republicans starting to rebel against tax pledge

With the fiscal cliff looming for the United States, some Republican members of Congress said today they are ready to break a long standing pledge not to raise taxes.

"The only pledge we should be making to each other is to avoid becoming Greece. And Republicans should put revenue on the table," South Carolina Sen. Lindsey Graham said on ABC's "This Week."

Graham's comments followed those by another Republican senator, Saxby Chambliss of Georgia, who said last week he'll no longer abide by the pledge.

"I care more about my country than I do about a 20-year-old pledge," he said in a local interview.

He got support today from House member Peter King, another Republican from New York.

"I agree entirely with Saxby Chambliss -- a pledge he signed 20 years ago, 18 years ago is for that Congress," King said on NBC's "Meet the Press." He added, "The world is changed and the economic situation is different."

This growing chorus is about the pledge that Americans for Tax Reform president Grover Norquist has gotten hundreds of Republicans to sign. But in an interview with ABC News, Norquist says it's just a few deserters.

"The people who have made a commitment to their constituents are largely keeping it," he said. "The fact is there is more support for both protecting the rates, you saw the Republican leader in the house say rates are non-negotiable, and he also talked about revenue coming from growth."

But President Obama has said rates will go up for the wealthy. There could be some political cover for Republicans if the country actually goes over the cliff. All the Bush era tax cuts would expire, including those for the wealthy. Congress could then vote to actually reduce taxes for everyone expect the rich. Therefore, they wouldn't technically raise taxes and violate Norquist's pledge.

But Nordquist said he doesn't think the public would buy those political moves, and he also doesn't think the country will actually go over the cliff.

"I think we'll continue the tax cuts. Not raise taxes $500 billion. Obama made the correct decision (by extending the Bush tax cuts) two years ago," Norquist told us.

Leading Democratic Sen. Richard Durbin also said he believes a deal is possible now that the Thanksgiving holiday break is over.

"We can solve this problem," he said on "This Week," adding: "There's no excuse. We're back in town."

State immigration law bogs down medical licensing | Online Athens

ATLANTA ? Officials say Georgia's law cracking down on illegal immigration is causing administrative problems for doctors and creating more work for the state regulators who license them.

The law, passed last year to make it tougher for people to live and work in the state without proper documentation, includes a provision that requires all licensed professionals to prove their citizenship.

The Medical Association of Georgia said the law has created an administrative burden for physicians, and the small staff of Georgia's Medical Composite Board is bogged down trying to process license renewals for Georgia's 41,000 doctors and other medical professionals because of the requirement.

WSB-TV (http://bit.ly/SeVydN ) reported that some medical professionals have had to briefly stop seeing patients because of the delays.

Doctor's licenses must be renewed every two years. The task previously was done on a state website; doctors received immediate confirmation of their renewals after a few clicks and a payment.

Now, applicants must submit a notarized affidavit and identification proving U.S. citizenship, and the staff of the Medical Composite Board must review the information. The state said nearly a third of doctors are experiencing a delay of 10 or more days in renewing their licenses.

No one has been found who was living in the state illegally despite all the work.

"I can tell you that we have not found one yet, and so far we've processed about 28,000 of these," said Bob Jeffrey, operations director for the agency. "So far, everyone is legal."

The Medical Association of Georgia said it has been barraged with calls from doctors who are frantic about problems. The law prohibits unlicensed doctors from practicing medicine.

"We've received a number of complaints from our physician members discussing they've had a number of licensure delays," said Donald Palmisano Jr., executive director of the association.

Palmisano said the law has affected the way some doctors practice medicine.

"It's added another administrative burden to physicians, so it's taken away some time from their focus on patient care, and that's where the real concern is," Palmisano said.

Many groups are pushing lawmakers to make adjustments during their next session.

My personal experience with my own, overworked, under-powered, over-stuffed computer was positive. Brave Harry Cook, 67, calmly stood in front of their getaway van before ordering them to "put the blooming things back." Incredibly, the cowardly thieves agreed to replace the plants and unloaded the van before speeding off empty handed. Harry, a retired JCB driver, was in his potting shed in his back garden of his home in Loughborough, Leics, when he caught the raiders red-handed at 4pm on July 8.

  • Jason Dornhoff

    Jason Dornhoff was arrested after <a href="http://www.huffingtonpost.com/2012/07/11/jason-dornhoff-wrote-bomb-threat-job-application_n_1665954.html" target="_hplink">he wrote a bomb threat on the back of a job application,</a> police said. Cops searched his truck, but found no explosives.

  • Michael Conley

    Former Elvis impersonator Michael Conley blamed his diabetes for starting a standoff with Florida police, in which he threatened to use a weapon of mass destruction against them. He allegedly held up a vial of what he called Ricin -- a highly potent toxin -- as he barricaded himself in a motel in February, 2012. He was arrested about four hours later.   • Bug Spray Bandit

    Investigators in California are trying to track down a man who robbed a bank armed with pesticide.   • Konstantine Myakush

    Konstantine Myakush was struck in the neck with an errant arrow in a Moscow park on April 30, 2012. Myakush -- who was out with his two daughters -- miraculously survived the brush with death and is expected to make a full recovery. Doctors said he was fortunate because the arrow didn't strike a major artery.

  • Clara Ann Blocker

    In April 2012, Clara Ann Blocker, of Oklahoma City, was sentenced to life in prison for beating a dwarf to death with a crystal ball. Blocker, 41, was drinking with Erik Scott Saxton on September 16, 2010, when the two got into an argument. Blocker grabbed a nearby crystal ball to bludgeon Saxton in the head before also beating him with a DVD player. Though Blocker initially claimed she never would have hurt the 4-foot 5-inch Saxton, "because he's a little person," she ultimately pleaded guilty to his murder.

  • Dildo

    On April 25, 2012, Lisa Anderson violated the penal law. When police showed up at Anderson's apartment in Watertown, New York, on complaint of an "unwanted person" in the home, Anderson allegedly threw a pink dildo at the face of Officer Jonathan Pitts. The sex toy hit him in the forehead. Anderson was arraigned the same day on a charge of misdemeanor harassment and ultimately released.

  • Deadly Booby Traps

    On April 16, 2012, a U.S. Forest Service Officer came across something that most people only encounter in cartoons: booby traps. The traps were located along a popular hiking trail in South Fork Canyon, Utah. They were elaborate set-ups, including concealed pits of spikes and a tripwire-activated swinging ball of spiked sticks surrounding a 20-pound rock. The officer found the traps before they claimed any victims, but hiker Emily Hammerstad noted that such traps "would kill people, easily." Benjamin Rutkowski, 19, and Kai Christensen, 21, ultimately admitted to setting the traps, and were charged with reckless endangerment. Had anyone been hurt, they would have been charged with felonies.

  • Peter Andrew Levay

    Peter Andrew Levay, 42, is charged with beating his neighbor to death with an electric guitar. On the morning of April 22, police in Austin, Texas were notified shortly after Levay allegedly told his roommate, Lavern Fisher, that he thought he killed the man who lived above them. Officials say they found the man, 64-year-old Maurice Leray Eckert, dead from "blunt trauma to the head." Eckert's wallet and blood-stained clothes were recovered from Levay's closet. Fisher said his roommate's motive was likely related to the victim's conduct not long before the incident took place. The three men had been drinking together, Fisher said, when Eckert "started making sexual advances toward me and [Levay], and they became violent."

  • Spatula

    Investigators believe that Utah woman Angeles Cadillo-Castro used a spatula to murder her five-year-old stepdaughter. The young girl was found beaten to death in July 2010 in Cadillo-Castro's South Salt Lake apartment.   • Medieval-Style Mace

    Roberto Vazquez's weapon of choice wouldn't be that unusual . . . if he were living in the Middle Ages. Police say the 37-year-old New Jersey man attacked Matthew Pinto, an employee of Atlantic City Electric, with a "mace-like weapon" on February 8, 2012. Vazquez had previously had his electricity disconnected after he failed to pay his bills, but he had managed to reconnect his power by cutting a lock and manipulating the meter. Pinto had arrived to disconnect the power once again when Vazquez allegedly beat the employee over the head with a weapon made up of a 16-inch wooden handle and two spiked metal spheres. Pinto was knocked unconscious, and after waking up, bleeding from the head, in Vazquez's home, he drove to a police precinct to get help. Vazquez now faces a range of charges including attempted murder, aggravated assault, tampering with evidence, obstruction of justice and weapons charges.

  • Tom Guzzi

    Tom Guzzi, a legally blind 71-year-old, <a href="http://www.huffingtonpost.com/2012/07/16/tom-guzzi-fights-robbers-kitchen-pot_n_1676159.html?1342726649" target="_hplink">defended his Pittsburgh home</a> from a pair of alleged armed robbers by using a kitchen pot.
